UK - Student loan processing priority looks odd

The processing priority for the results element for student loan and post graduate loan is lower than the base element.

When you create a student loan deduction element for the UK, the seeded template creates the processing priorities like this. Maybe this is fine, it works, but if you create any other kind of element, the UI prevents you entering an indirect formula result rule to an element with a lower processing priority.
I suppose I have two questions:
- Why does this work? I thought this wasn't allowed.
- Is this intentional or something that isn't quite right?
