What is best approach for executing work order when without connectivity

We have a requirement where maintenance technicians execute Repair & Maintenance work orders in remote yard locations with limited or no internet connectivity. Is there any Oracle Cloud capability (current or planned roadmap feature) that supports offline work order execution and transaction capture?
