Compensation Change Statements load as a blank browser tab on first attempt — only fixes itself afte

We've centrally generated and stored Workforce Compensation change statements with visibility for managers and admins. Statements generate successfully and most managers can open them fine from My Team > View Compensation Change Statements. However, a large subset of managers get a blank browser tab when they select the statement — the tab loads and simply stops with nothing displayed. The only workaround we've found is having the manager manually reload that same blank tab, after which the statement displays immediately. This is consistent and repeatable for the affected group. Has anyone seen this behavior, and is there a known root
