Charge account from project is not default if user does not have a Default account in preference

Summary: We configured the Transaction Account Definition for Project. But, System is not defaulting the account if the Requester does not have an Account i the Requisition Preference.
The source for every segment is Project Costing.

Is that how this should work? Please advice
