How to stop employee submitting more than one ICP in one request

Hi Team,
We have enabled the Redwood experience for Individual Compensation Plans (ICP) using the profile option ORA_CMP_INDIVIDUAL_COMPENSATION_REDWOOD_ENABLED.
After enabling Redwood, the ICP page displays both Save and Submit buttons. In the Classic ICP page, only Submit was available, preventing employees from creating multiple ICP entries and submitting them together in a single approval transaction.
In Redwood, the Save button allows employees to create multiple ICP entries and submit them together. However, the customer's requirement is to maintain the Classic behavior, where each ICP is submitted and approved individually.
We have tried the validation referenced in Oracle documentation, but it is not working as expected. We also reviewed Page Composer to identify a way to distinguish between submitted and unsubmitted ICP transactions. Although the UI displays a blue dot for unsubmitted transactions, we are unable to identify the underlying attribute, variable, or backend field that drives this indicator.
