Performance goal HDL upload using employee position, not using Employee Person Number

Summary:

Is there a possibility to upload performance goals - HDL/HSDL using an Employee Position as the primary key and not using workers Person Number or Assignment Number.
We have a requirement to upload goals for employees who are in same position. Since the employee count is high it is difficult to upload using person number in HDL/HSDL.
