multiple expense reports with delegation, report is assigned to wrong person

Summary: Our end user is submitting expense reports for multiple employees, using each person's name as a delegate. Often in the middle of the group of expense reports, several of the reports are assigned to the wrong (previous) delegated person.
Example, I created 9 expense reports consecutively, each one was for a different delegate. Reports 5, 6 and 7 were assigned to delegate #5, rather than to Delegate #5, #6 and #7. The other expense reports were assigned to the correct delegate.
