Agents are able to refer duplicate candidates

Summary:

Hi Team,

We are in 26B and facing challenges with the Agency referral. System is allowing Agents to refer existing candidates instead of restricting them. This is happening in same requisition as well, like when a candidate is already tagged to a requisition via direct apply from career site and if the agent tries to refer the same candidate with same email, system is creating 2 job applications in same requisitions. How do we restrict it?
