Adding links within knowledge article

We want to be able to link the table of contents to a section within the same knowledge article

We are creating job aids as knowledge articles. We would like to create a link within the table of contents in the article to a section within the same knowledge article, similarly to how the table of contents links are created within word. Is there a way to do this within a knowledge article. If so, what are the steps to create to create this. I have tried using Anchor . I have also tried Source, however the team that will be doing this configuration does not know HTML.
