PO approval emails not suppressed by user Messaging Filter "Do not send message" (BPM Worklist)

Hello,
Issue: A user-level Messaging Filter with action "Do not send message" does not suppress PO approval emails. The filter matches but the email is still delivered.
Steps:
- As the affected user: BPM Worklist → Preferences → Notification → Messaging Filters → create filter, Enabled, "Do not send message".
- Sign off / sign on.
- Submit a PO that notifies this user.
Expected: Email suppressed. Actual: Email still delivered.
Already checked: filter on the correct user; re-login done; Notification Mode = All; tested with condition on both Subject ("Purchase Order" / "Bestellung") and From ("workflow.email") — both match, neither blocks. Examples: PO 426003016, 426003017, and FYI "Document (Purchase Order) 426003015 Rejected" — all received.
