How to set up an Income tax element for Non Seeded Legislation

We are implementing Oracle Fusion Payroll for Kenya and are creating a custom Income Tax element because the legislation is non-seeded.

The element has been configured with the following:

• Element Classification: Tax Deduction
• Primary Balance Feed: Tax Deduction balance

However, after processing payroll, we observe the following behavior:

1. The Income Tax amount is correctly generated in Run Results.
2. The value is not updating Balance Results for any balance dimensions except NOCB Run, which was manually added as a balance Dimension.
3. Under Run Results, the Income Tax element does not have a TRU association, whereas other payroll elements correctly display the associated TRU.
