Prevent submit when no document is attached in the mandatory Comments & Attachments section

Summary:

We have performed Comments and Attachments section (Attachments) to be mandatory in Redwood VB Page for Resign from Employment Page rule. Users are skipping the Comments and Attachments section without attaching document. The system allows the transaction to submit even when no document is attached. The UI should block the submission and display a validation error as the attachment is a mandatory.

However, the system allows the transaction to be submitted even when no document is attached in the section.
