Bulk loading Entitlement rule under coverages for HR Help Desk (Redwood) — high volume, multi-BU

We're implementing HR Help Desk across 100+ Business Units, each requiring its own Entitlement + Coverage + Milestone configuration (SLA response/resolution milestones tied to BU-specific criteria). The volume of records is high — manually creating Coverage rows and Milestones one-by-one Manage Entitlements is not practical at this scale.

Is there a supported bulk-load mechanism specifically for creating large volumes of Entitlement Rule/Coverage records for HR Help Desk?

Any guidance, doc references, or shared experience from teams who've handled BU-scale Entitlement/Milestone rollouts would be much appreciated.
