Celebrate Reward_FYI Custom notification not being triggered

in BI Publisher Learning Center

We customized Celebrate Reward_FYI notification which nominees will receive once they are sent an award. The custom RTF file which we saved in "/Shared Folders/Custom/Human Capital Management/Workflow Notifications"  is also being reflected in the seeded notification.
Since the custom notification is not being triggered we have deleted it. But the seeded one is not being triggered now.
