Unable to Restart Always Free Autonomous Database – Database Shows "Available" Return 404

Hello Oracle Team,

I recently received the following email regarding my Always Free Autonomous Database:

"We recently noticed that your Always Free Oracle Autonomous Transaction Processing Database has been paused for multiple months. Soon it will be reclaimed and deleted due to inactivity. To avoid your database being reclaimed, restart it today via the Cloud Console."

The email refers to:

  • Database: DBMOF59
  • Tenancy:
  • Region: me-jeddah-1

When I logged into the OCI Console, I noticed that the Autonomous Database appears in Tenancy Explorer with the status Available (green status), which indicates that the database resource still exists.

However, when I click the database name to open its details and restart it, the OCI Console redirects me to a
