Configuration flows not showing all available attributes

Summary:

I need to add an attribute to a configuration flow and even though it should be available, it is not.

I created a new configuration flow and noticed that even though the product family has 39 attributes, only 15 are available for selection to be added. The attributes appear limited to 15. I tried this on multiple configurators. I tried the Redwood editor as well as Legacy. This appears to have happened in the last upgrade.
