While reading through Oracle Recruiting Cloud Duplicate Check and Merge documentation "Not Managed by HR" persons are neither called out as included or excluded. It is mentioned here: they cannot be considered as candidates in Oracle Recruiting. Ultimately, we'd like to know if a "Not Managed by HR" person applies for a role as an external candidate, if we would be offered the potential match and if we could merge them or if we would have to manually detect them and cancel the non-worker relationship and create the pending worker.
