Please help me to upgrade my OCI free tier to pay as you go plan.

I am trying to upgrade my Free Tier account to Pay-As-You-Go, but I keep receiving the transaction error regarding prepaid cards or masked identity. I have confirmed with my bank that the temporary $100 authorization charge successfully passes and reverses, meaning my credit card is valid and is NOT a prepaid card. My physical location and billing address match my account details perfectly. Could you please review my account log and manually whitelist or authorize this payment verification from your backend?
