Payment term LOV is blank in redwood Agreement Screen

In Redwood Create Purchase Agreements > Agreement Details, the Payment Terms LOV only shows the default value but the LOV to select other terms does not populate.

Redwood is enabled for Purchasing in our lower environment and privilege "Purchasing Payment Terms List of Values using REST Service: is granted to users.

I see this issue is affecting the PO screen as well (see customer community post below) and oracle has a bug fix for the PO screen.

I do not see a bug fix for Agreements screen, though perhaps the bug fix will address both issues since they are very similar?
