Is it possible to write CVR rule based on the another segment when using same both same Value sets

Summary:

We have Cost Center and Counterparty Cost centre as per business need and both segment using same value sets, so we want to have CVR in place not to use same CC and CPCC in one code combination.

Can you please suggest if we can use CVR to restrict to not use same Cost centre and Courterparty CC..
