Inconsistent system validation whilst entering W4 elections data

Summary:

  1. login in to ESS as an employee and Navigate to Me>Pay>Tax withholding 2. try edit to add new effective dated row (say on current system date) for the Federal section/component , do not enter value for field "Filing Status", click and "I agree" Check box and submit 3. The System allows submission without mandating the employee to enter a value for the filing status. 4. Now come back to the same UI, the system shows a default of "Single or Married Filing Separately" .

The system works fine when we do changes from the admin page ( employee personal calculation card for Tas with holding , Federal taxes section), the system forces the user to enter a value for this field "Filing status" and doesn't leave it blank.
