HDL to disable MFA for all users in oracle DEV/ TEST instance

Hi Team,

In 26c upgrade, DEV instace is asking to enable the MFA for all users login time. Do we have any option to disable it atleast in DEV/ test instance. I am looking any setup configuration/ working HDL to progress it.
