How to handle unnecessary impact when changing hierarchy through Admin Worker?

Scenario:

Primary Hierarchy:
Employee 1 > Employee 2 > Employee 3 > Manager A > Manager B

Secondary Hierarchy:
Employee 6 > Manager A

Update in Primary Hierarchy through Admin Worker:
From Manager A > Manager B
To Manager A > Manager C

This update impacts the primary hierarchy of Manager A and those that roll up to him as expected (Employe 1,2,3).
However, it also impacts the primary hierarchy of Employee 6 who reports to him only in the secondary hierarchy.
Employee 6's primary hierarchy suddenly becomes broken. This forces us to refresh primary hierarchy for all which we do not prefer.

Is this expected behavior?

How can we prevent this?
