Negotiated_by_Preparer_flag is blank even if the field is enabled in smartform

Summary:

Only option to create PR is via Smartform. Smartforms has negotiated checkbox enabled in front-end, and this box is uneditable as per config.

Usually, as part of touchless PO creation, it is expected that PO is created automatically. This issue is only for one or 2 PRs alone, PO is not created automatically.
