Refund Using Voluntary Deductions element with no earnings

Summary:

I need to Process a voluntary deduction element either as Quick Pay or Calculate payroll in stand alone i.e. no earnings element exists for the Run. Currently i have input the pay value as -100 and processed the quick pay. Result is 0. I think it is because the gross is 0, none of the deduction elements are getting processed. Is there a way to pay the employee using voluntary deduction element with -ve pay value or Amount.
