Redwood enablement - Baseline security access requirements incomplete in Oracle Documentation

Summary:

Oracle documentation on enabling Redwood pages are currently missing full list of security privileges needed to enable pages successfully. We've received communication from Oracle that non-Redwood pages will no longer be supported with 27A. We are doing our best to migrate our pages to Redwood following the various Oracle docs for the individual pages. However, often times the documentation does not correctly identify all security privileges that are needed to get the page working with no errors.
