instance stuck in terminating

Last Night i request to terminating my instance and until now the status is terminating, and with this status i can't provide more resources on another instance.

Is more then 7hours from the request, i have the OCID from the instance here

ocid1.instance.oc1.sa-saopaulo-1.antxeljrgeolqric6vv6z7zqji3q7iq24imgyg65f6vyebslf7jw7i53bbxa

i already read some issues related but all of those are successfully resolved.

can anyone help me with this problem?
