Quota Booking Ignores Restrictive Work Skill Group Requirements

We are experiencing an unexpected behavior regarding Availability-based / Quota-based capacity booking. The system is returning available capacity for an activity slot even though the only resource on duty DOES NOT possess the required Work Skills.

Here is the exact setup and environment configuration:

1. Work Skills:

• Reparación (Ratio: 100)
• Junior (Ratio: 100)
• Senior (Ratio: 100)

2. Work Skill Conditions:

• Condition 1 Junior: Technology = Cable. With Required level = 1, Preferable level = 100.
• Condition 2 Senior: Technology = Fibra. With Required level = 1, Preferable level = 100.
• Note: I have tested setting both the Required level and Preferable level to 100 for both conditions, but the issue persists and availability is still granted.
