We are unable to successfully complete the Start Workforce Compensation Cycle
process. The process consistently ends with "No persons were found who meet
the processing criteria" and Total Placeholders Processed: 0, even though the
underlying child processes are successfully evaluating and processing eligible
workers.

This issue is NOT limited to a single plan — it has been reproduced across
