PAYG upgrade stuck "in progress" for almost 2 weeks — payment already verified

Hello Oracle Team,

I requested an upgrade from Free Tier to Pay As You Go more than two weeks ago.

The OCI Console is still showing:

"Your upgrade is in progress. You will receive an email confirmation when your upgrade is completed."

However, I have not received the confirmation email and my tenancy is still on Free Tier.

The payment method was successfully added and verified, and I have not received any error message indicating a problem with the upgrade.

Could someone from Oracle please review the pending upgrade and advise what is preventing the conversion to Pay As You Go?
