Free tier instance disabled

Unable to start instance: Instance ocid1.**** is disabled and will not accept any action requests. Please contact customer support to reenable.

About an hour ago, my free tier instance shut down and I can not start it back up.
I have not received any email or communication from Oracle. I do not see any notifications in my cloud dashboard.
I have used this same instance since 2022 and have made no changes.
This is not a case of a free trial expiration as I have never gone above free tier limits.
This is quite impactful as I use this instance as my main DNS server (adguard) and password manager plus a few other homelab services.
