Always Free A1 disabled - need re-enable to resize 4 OCPU/24GB to 2 OCPU/12GB

My Always Free VM.Standard.A1.Flex instance created in 2022 with 4 OCPUs / 24 GB RAM is now disabled. I need it temporarily re-enabled so I can resize it to 2 OCPUs / 12 GB RAM without terminating the instance.

Hello,

My OCI Always Free Ampere A1 instance was created in 2022 with 4 OCPUs and 24 GB RAM.

The instance is currently Stopped / Disabled. When I try to start it, OCI returns the following error:

“Instance is disabled and will not accept any action requests. Please contact customer support to reenable.”

My tenancy is still a Free Tier / Always Free tenancy
