Ampere A1 instance disabled after Aug 18, 2026 Always Free limit enforcement — tenancy now compliant

My OCI Always Free Ampere A1 instance was administratively disabled after the new Always Free compute limits were enforced on August 18, 2026. I have already reduced my tenancy usage to the new limit, but the existing instance still cannot be started. I would like to have the existing instance re-enabled while preserving its boot volume and data.

I am using an OCI Always Free tenancy in the US West (Phoenix / PHX) region and need help recovering access to an existing Ampere A1 instance that appears to have been administratively disabled after the updated Always Free limits were enforced.
