Always Free A1 instance disabled – unable to resize from 4 OCPU/24GB to 2 OCPU/12GB

Summary:

My Always Free Ampere A1 instance was disabled after the recent Free Tier limit enforcement. I need it temporarily re-enabled so I can resize it to the new Always Free limit.

Content:

Tenancy type: Always Free / Free Tier
Region: ap-tokyo-1
Shape: VM.Standard.A1.Flex
Current configuration: 4 OCPUs / 24 GB RAM
Target configuration: 2 OCPUs / 12 GB RAM

When I try to resize or perform any action on the instance, OCI returns:

Instance is disabled and will not accept any action requests. Please contact customer support to reenable.

Because the instance is disabled, I cannot resize it to comply with the new Always Free limit.
