Always Free A1 disabled - need re-enable to resize 4 OCPU/24GB to 2 OCPU/12GB

My Always Free Ampere A1 instances were disabled today (August 18, 2026) due to the new Always Free compute limits (from 4 OCPU / 24 GB to 2 OCPU / 12 GB total).

Error message when trying any action:
Instance * is disabled and will not accept any action requests. Please contact customer support to reenable.

I've terminated the instance because i can't do anything, but i can't create a new instance due to availaibity, but it's written that ressources should have been autoallocated so i can create a new free tier replacement
I'm in region AD-1.
