Title: Always Free A1 instance disabled — unable to resize from 4 OCPU to 2 OCPU

Hello,

I have an existing VM.Standard.A1.Flex Always Free instance in my home region ap-seoul-1.

The instance was previously configured with 4 OCPUs. I understand that the current Always Free allocation is 2 OCPUs and up to 12 GB memory, and I am ready to resize the existing instance immediately to comply with the current limit.

However, the instance is currently disabled, and OCI rejects every action, including resize.

The exact error shown in the OCI Console is:

"Instance ocid1.instance.oc1.ap-seoul-1.anuwgljrvkpy7nqcejhrdjam4h4q4pfqyyonpzybcayvsixouy7krbxuzqta is disabled and will not accept any action requests. Please contact customer support to reenable. is disabled and will not accept any action requests. Please contact customer support to reenable."
