Always Free Ampere A1 instance disabled - unable to resize to 2 OCPU / 12GB

My Always Free VM.Standard.A1.Flex instance was disabled after the recent free tier limit reduction.

Instance OCID:
ocid1.instance.oc1.ap-hyderabad-1.anuhsljrch7bbjqcto67fplecafqvq6fv2etc2ec3prghfcntwoamplkdgza

The console displays:
"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

I need the instance temporarily re-enabled so that I can resize it to comply with the new Always Free limits (2 OCPUs and 12 GB RAM).

The instance contains important data and services. I do not want to terminate and recreate it.

Please advise on the re-enablement process.
