Always Free A1 instance disabled despite being within new 2 OCPU / 12 GB limit

Summary:

Always Free A1 instance disabled despite being within the new 2 OCPU / 12 GB limit

Content (please ensure you mask any confidential information):

My Always Free Ampere A1 instance was administratively disabled around the August 18, 2026 Always Free compute enforcement.

The instance is already within the updated Always Free allocation:

Shape: VM.Standard.A1.Flex
OCPUs: 2
Memory: 12 GB
Region: eu-marseille-1
Console state: Stopped

When I try to start the instance, OCI returns:

Instance is disabled and will not accept any action requests. Please contact customer support to reenable.

I contacted Oracle Cloud Chat today. The agent confirmed that 2 OCPUs / 12 GB is still within the Always Free entitlement, but explained that Free Tier chat support cannot access my cloud environment and specifically asked me to post this issue in Cloud Customer Connect.
