Always Free A1 instance disabled - unable to resize from 4 OCPU/24GB to 2 OCPU/12GB

My Always Free VM.Standard.A1.Flex instance was disabled after the new Always Free compute limits were enforced on August 18, 2026. I need the instance to be re-enabled so I can resize it from 4 OCPUs / 24 GB RAM to 2 OCPUs / 12 GB RAM.

Hello Oracle Team,

I am using an OCI Always Free / Free Tier account.

My VM.Standard.A1.Flex instance was disabled after the updated Always Free Ampere A1 compute limits were enforced.

Instance details:

Region: us-phoenix-1
Shape: VM.Standard.A1.Flex
Current configuration: 4 OCPUs / 24 GB RAM
Target configuration: 2 OCPUs / 12 GB RAM
Current state: Stopped / Disabled

When I try to start the instance, I receive the following error:
