PAYG production A1 instance re-disabled after successful account upgrade

Summary:

Production VM.Standard.A1.Flex instance was administratively disabled again after our tenancy was successfully upgraded from Free Tier to Pay As You Go. The instance initially recovered after the PAYG upgrade, ran normally, and production returned HTTP 200, but shortly afterwards OCI disabled the same instance again. We urgently need the existing instance permanently re-enabled.

Our OCI tenancy was successfully upgraded from Free Tier to Pay As You Go on August 19, 2026.

After the PAYG upgrade completed, our existing production VM.Standard.A1.Flex instance (4 OCPU / 24 GB RAM) became accessible again and started normally.
