Always Free A1 instance disabled — cannot resize

Summary:

My Always Free Ampere A1 instance was disabled under the Aug 18, 2026 enforcement of the new Always Free limits (2 OCPU / 12 GB). I cannot resize it because the instance rejects all actions while disabled.

The instance shows as Stopped in the Console, but every action — including Edit shape — is rejected with:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

This creates a deadlock: I cannot resize the instance because it is disabled, and it is disabled because it needs resizing.
