Urgent Assistance Needed: PAYG Upgraded Instance Administratively Disabled (IncorrectState 409)

Hello,I am requesting urgent assistance to re-enable a compute instance that has become administratively disabled following my account upgrade from Always Free to Pay-As-You-Go a few days ago.

Tenancy Name: petrusoracle

Note: I can provide my Tenancy and Instance OCIDs via private message to an Oracle employee if needed.

Timeline:

  • Two days ago (Aug 18, 2026): I upgraded my tenancy from Always Free to Pay-As-You-Go.
  • 6-7 hours post-upgrade: My running compute instance ("HESTIA-CP", shape VM.Standard.A1.Flex, 4 OCPUs / 24 GB memory) stopped unexpectedly.
  • Logs: I checked the OCI Audit Logs for the compartment and found only a single, unattributed "InstanceAction" completion event ("Instance Action Finished") with no populated identity/principal fields. No console sign-in events occurred during that window from any user, indicating this was a system-level automated action.
