Ampere A1 instance disabled and won't re-enable even after reducing to within new Free Tier limits

I had 4 Ampere A1 instances running (1 OCPU / 6GB each), which was fine under the old Always Free limits. After the new limits went into effect on Aug 18, all my instances got disabled with this error:

"Unable to start instance: Instance ocid1.instance.oc1.ap-mumbai-1.anrg6ljrnoi2spacpddk2lrsj672fborbnlze3wjz55n7mz2re266dbbxwpq is disabled and will not accept any action requests. Please contact customer support to reenable."

I terminated 3 of the 4 instances, so now I'm only left with one — 1 OCPU / 6GB, well under the new 2 OCPU / 12GB limit. But the remaining instance (GANESH_ARM1) is still showing as disabled and won't start.
