Is there an option to hide the Create button for a particular Learning Specialist role?

1. Learning Catalog
My Client Groups > Learning > Learning Catalog > Create

2. Course Offerings
My Client Groups > Learning > Learning Catalog > Course > Offerings > Create

We have explored the available Redwood/VBS options but could not find an option to hide the Create button.

Is there any supported configuration or security option to hide the Create button for a specific role? If not, what is the recommended approach?
