Unable to create order from one specific User

Summary:

Hi Team

We have Below Pre Transformation Rule in Place.
If BU = GH Singapore and Customer is in Below List - Order Should be in Singapore Currency.

After this user when a specific user created a sales order, its getting below error/ The user is having only GH Singapore BU OM access

When try to login with another user we are able to create order

What can be reason?
