Unable to upgrade Free Tier tenancy to PAYG — card authorization succeeds but upgrade is rejected

Hello Oracle Team,

I am unable to upgrade my OCI Free Tier tenancy to Pay As You Go.

The upgrade page returns:

"We're unable to complete your request. Common errors are due to:
(a) Using prepaid cards. Oracle only accepts credit card and debit cards
(b) Intentionally or unintentionally masking one's location or identity
(c) Entering incomplete or inaccurate account details."

I have tried the upgrade again today, and the same error still occurs.

My current situation:

• Account country/region: Ukraine
• Current IP/location: Ukraine
• No VPN or proxy is being used
• The payment card is the same Ukrainian debit/credit card already associated with my OCI account
