Always Free A1 instance administratively disabled despite successful resize to 2 OCPU / 12 GB

My VM.Standard.A1.Flex instance has already been successfully resized from 4 OCPU / 24 GB to 2 OCPU / 12 GB, which is within the current Always Free limit. However, the instance is administratively disabled and cannot be started.

My Always Free A1 instance was originally configured with 4 OCPU and 24 GB of memory.

I successfully resized the existing instance to:

  • Shape: VM.Standard.A1.Flex
  • OCPU: 2
  • Memory: 12 GB
  • Region: ap-osaka-1

The OCI Console confirms that the resize completed successfully and the instance currently shows 2 OCPU / 12 GB.

However, when I try to start the instance, OCI returns:
