Always Free A1 instance disabled after limit change — can I safely recreate it from a boot volume backup?

Hello,

I have an Always Free Ampere A1 instance in eu-marseille-1 (France South) that was forcibly stopped after the recent Always Free A1 limit change.

The instance is already configured within the new limit:

  • Shape: VM.Standard.A1.Flex
  • 2 OCPUs
  • 12 GB RAM
  • Region: eu-marseille-1
  • Current state: Stopped / administratively disabled
  • Home region: eu-marseille-1

When I try to start it, OCI shows the generic error:

“An error occurred while trying to start the instance. Please try starting the instance again. If the issue persists…”
