Annual Allowance (350 Units/Year) with Monthly Usage Billing

I'm working on an Oracle Fusion Subscription Management usage-based subscription scenario and would appreciate guidance from anyone who has implemented a similar requirement.

Content (please ensure you mask any confidential information):

A customer is entitled to 350 free units per year. Usage is uploaded monthly, and any usage beyond the annual entitlement should be billed immediately at USD 15 per unit.

To allow monthly usage entry and billing periods, the True-Up Charge must have: Charge Period UOM = MTH

However, this causes the Entitlement Allowance periodicity to also become Monthly.

As a result, Oracle appears to create a new allowance bucket of: 350 units every month
