Hello Oracle team,

My Always Free Ampere A1 instance was administratively disabled following the August 18, 2026 Always Free compute limit enforcement.

Account/tenancy: mohaa06
Region: eu-madrid-1
Previous configuration: 4 OCPUs / 24 GB RAM
Target configuration: 2 OCPUs / 12 GB RAM (compliant with new Always Free limits)
Console lifecycle state: Stopped

I am ready to resize immediately to comply with the new limits, but every action fails with the same underlying error, both via Console and via OCI CLI:
